Global Real Estate Veteran Angela Healy says increasing housing supply remains critical to affordability and workforce growth
DENVER – July 28, 2026 – Following the enactment of the 21st Century ROAD to Housing Act, AvenueWest Global CEO Angela Healy is offering perspective on what the law could mean for homebuyers, individual real estate investors and the housing supply that supports relocating employees and growing workforces.
“As a real estate broker and CEO of a global corporate housing and midterm rental company, I have worked with many first-time homebuyers who find themselves competing against all-cash offers from well-capitalized buyers,” Healy said. “The discussion surrounding the 21st Century ROAD to Housing Act highlights an issue many in the real estate industry see every day: First-time homebuyers often face significant challenges when competing in today’s market.”
The law includes provisions intended to limit large institutional investors from purchasing additional single-family homes.
“We should continue creating opportunities for individuals and families to pursue the American dream of homeownership while preserving a competitive housing market,” Healy said.

However, Healy emphasized that reducing competition alone will not solve the nation’s affordability challenges. Cities must also increase housing supply to meet the needs of buyers, renters and a growing workforce.
“A healthy housing market requires more homes and a range of housing options that allow people to move, transition and put down roots,” Healy said. “Many communities invest significant resources to attract employers and create jobs, and housing policy should be evaluated as part of that broader economic ecosystem so growth can occur alongside long-term affordability.”
As the law is implemented, Healy said it could also create additional opportunities for individual real estate investors who have struggled to compete with large institutional buyers. These smaller investors play an important role in the housing market, including providing professionally managed midterm rentals for relocating employees, traveling professionals and families in transition.
“Supporting homeownership and preserving flexible rental options do not have to be competing goals,” Healy said. “A healthy housing market needs both.”
